Overview

This covers all road users. The new Highway Code advises on the new hierarchy of road users, pedestrians are listed as the most vulnerable road user, followed by horses and cyclists. This new rule highlights that, irrespective of method of transport, those who can do the greatest harm have the greatest responsibility to reduce the danger or threat they may pose to others. 

By looking at all road users, we are able to target specific groups of users who are most vulnerable or at risk to effect behaviour change.  This is achieved through education, training, interventions, and information provision.
